The Water supply network in Oslo – the capital of Norway – has a length of 1550 km, andrnthe average age of the pipes is approaching 60 years with the oldest pipe being 150 yearsrnold.rnTo meet the network degradation and fulfill the “Drinking Water Directive” of EuropeanrnUnion and new service levels, Oslo Water and Sewerage Works (VAV) has prepared arncomprehensive Rehabilitation Plan for period 2010 – 2020. The plan comprises anrninvestment of 150 million Euro over the next 10 years.rnA framework for the rehabilitation management of urban water infrastructure is introducedrn– distinguishing between a long-term strategic approach for the network as a whole, and arndetailed approach for a short term rehabilitation plan.rnBased on detailed pipe condition assessment, life time expectancies for different classes ofrnpipes are defined and future rehabilitation needs are calculated. Alternative strategies withrnrespect to rehabilitation methods and service-levels are analysed.rnA comprehensive and flexible Geographical Information System has been established tornsupport the rehabilitation plan management.rnWithin the framework of the given budget and with a selected number of decision criteria,rnthe rehabilitation program is prepared through a dynamic standardised multi criteriarnanalysis which is based on pipe properties (e.g. strength), design criteria (e.g. capacity),rnenvironment (e.g. soil types), repair history, etc.rnThis new approach is applying asset management principles and is moving the planningrnprocedure from reactive action based on pipe repair history towards pro-active multirnparameter analysis.rnIt is expected that the rehabilitation plan will improve future rehab planning and thernunderstanding of the network degradation process. Rehabilitation methods are alsornmodernized according to new experience.rnIt is also vital that organization and competence are focused to achieve a sustainablernnetwork functionality.
