One goal of Health,Safety and Environmental (HSE) Management is to prevent or mitigate incidents involving highly hazardous materials.Maintaining the reliability of a process and continual effort to further reduce residual risks are critical to achieving this end.However, time and resources are limited in HSE programs; choices must be made.A risk-based approach provides a basis for prioritizing such choices.Importance Measures (as first defined for nuclear power plant safety) can be derived from process hazard analyses,and provide insights into system and process risk and reliability not apparent in process hazard analysis results.
