This paper discusses how the high hydrogen sulfide (H_2S) concentration in landfill gas (LFG) at the Naples Landfill affected the permitting and expansion of the LFG collection and control system, and how air pollution modeling was used to avoid Prevention of Significant Deterioration (PSD) permitting requirements and facilitate issuance of the Title V permit modification. To address landfill gas odors, which had become a serious problem at the site, steps were taken to expand the LFG collection and control system, including an upgrade to the landfill gas flare. However, due to a H_2S concentration of 3,600 parts per million by volume (ppmv) coupled with a proposed increase in flow rate to 3,000 standard cubic feet per minute (scfm), potential sulfur dioxide (SO_2) emissions were 468 tons per year (tpy), which was high enough to trigger PSD permitting requirements. The modeling results had two primary consequences. First, in order to avoid fumigation resulting from potential downwash due to air currents near the existing landfill cells, the location of the flare was moved several hundred feet away from the initially proposed location. Another significant result was the need for a non-conventional stack height for the flare in order to increase atmospheric dispersion of the flare emissions in order to not exceed ambient air quality standards.
