Security for utility and energy systems is of great importance to America and to the Department of Defense. Terrorism in today's world has made our vulnerability evident. We must deal with several areas of concern, while at the same time, addressing the security of our utilities and energy. Our utility infrastructure is subject to insufficient funding and resources to maintain adequate operating conditions. Market conditions have caused rising and unstable utility rates. In addition, we can no longer be dependent on traditional energy sources or methods of transmission. To protect against our utilities and energy systems becoming potential targets or sources of weakness for the Department of Defense, we have undertaken an aggressive, integrated utilities and energy program. This paper describes the policies and procedures instituted to address these issues.
