LANDFILL GAS USED TO RECYCLE GARLAND'S BIOSOLIDS

In 1996 the City of Garland, Texas Solid Waste Department solicited proposals for the beneficial use of the landfill gas being generated at its Castle Road Landfill. The result of this solicitation is a public-private partnership between The City and Zahren Alternative Power Corporation (Zapco). The project expands the initial concept into multiple arrangements between various City activities and Zapco. Currently, Zapco is using the landfill gas as fuel to dry the biosolids residuals from the City's Water Recycling Facility. A program is under way to produce electrical power to run the Waste Water Treatment plant and to export excess power to the City's Power Company. The Solid Waste Department entered into a contract in 1996 with DTE Biomass to construct and operate landfill gas collection systems in return for the City paying an environmental services fee. DTE assigned the contract to Zapco in 1997. Zapco designed and constructed the landfill gas collection system, starting up in June of 1998. This enabled the facility to qualify for Section 29 tax credits if the landfill gas were to be converted into a beneficial use.
