Extensive research has been devoted to explore intricacies of Static Routing in context of its ability to offer robustness to routing convergence failure, external route spoofing and its ease of prediction. But the issue of its inability to address network congestion and optimization of performance of operational networks that render it ineffective to predict uncertain traffic patterns and workload remains largely neglected. Research shows that Dynamic Routing schemes mitigate some of these problems by making the exact location of capacity less important: if there is available capacity the routing scheme will find it. Never the less Static Routing have its inherent advantages and it will be an ideal optimal routing solution with incorporation of little flexibility as offered by Dynamic Routing coupled by enhancing its ability to address the concern of impending or actual state network congestion. This paper intends to explore the behaviour of an earlier proposed "Static Route Analysis Based Multiple Route Configuration Scheme for Adaptive Static Routing" in context of network congestion. This strategy has been designed to retain the obvious benefits of Static Routing while still offering some degree of flexibility and fault tolerance as offered by Dynamic Routing. Results demonstrate that it is capable of addressing the issue of network congestion and it is the most optimal Routing strategy for traffic engineering in Static Routing and lends robustness to Static Routing's response to changing and uncertain traffic patterns and ultimately to traffic engineering. Congestion Statistics demonstrate that "Static Route Analysis Based Multiple Route Configuration Scheme for Adaptive Static Routing" can address the issue of congestion in Static Routing to considerable extent.
