IMPROVEMENT OF IRRIGATION AND DRAINAGE MANAGEMENT THROUGH PARTICIPATORY IRRIGATION MANAGEMENT AT ALL STAGES IN BAND-AMIR AREA IN FARS PROVINCE

Optimizing irrigation and drainage networks management is possible when there is a fullrncooperation among all the stake holders. Governmental involvement in deciding key issuesrnwithout considering the local communities’ viewpoints often results in the latter’s alienationrnin matters of water management. In order to decrease social problems and challenges inrnexecuting and operating irrigation and drainage networks and improving their performance,rnit is necessary for all principal agents to take into account the opinions of water users andrnensure their participation in design, execution, operation and maintenance of networks.rnSecond phase studies of irrigation and drainage networks of Band-Amir in Fars province, wasrnaccomplished by Mahab Ghodss Consulting Engineering Company in 1384, and in order tornfacilitate execution of the contract, documents and construction drawings were prepared inrnfour different developmental zones. These were put out to tenders by Fars Regional WaterrnBoard Shareholders Company. After selecting the relevant contractor, construction processrnbegan in 1382.rnAlong with the project construction development, there gradually emerged some socialrnproblems which were due to differing viewpoints of network water users with the projectrndesign.
