The Tokyo Gas Negishi Terminal has undergone a series of major changes since starting operation in 1966,rnincluding a change in the main feedstock from oil to LNG, and expansion of processing volume and scale.rnControl of the terminal has been in the form of centralized control and monitoring from a central controlrnroom. High technical levels have been maintained, this being one of the first terminals to adopt directrndigital control (DDC) as the technology became available. In 1995, a distributed control system (DCS) wasrnintroduced as part of a large-scale redevelopment project at the Negishi Terminal, extending the scope ofrnoperations and monitoring by operators by full automation of controls, and improvement of functionsrnincluding integration and upgrading of monitoring. The result has been a significant reduction in thernworkload on operators. The installation of these functions required further investment of around 1 billionrnyen, in addition to the cost of renewal of the facility. In spite of the major expansion of the range of facilitiesrnunder control, the number of operators working 24-hour shifts has been reduced, and over 15 years costrnreductions equivalent to around twice the investment cost are expected to be made.
