Taking results from Aviation Safety Investment Strategy Team (ASIST) analysis of FY94-98 data, the analysis was enhanced and updated for the OH-58D. These improvements not only brought the analysis up to date with FY 99-00 data, the analysis methodology was enhanced to considered benefits of applying multiple controls. This gave decision makers the outlook of estimated benefit control benefits, which considered time and coupling of other controls. This iteration estimates reductions in A-C accident rates over time as controls are applied. This paper documents the iterative process used to show cascading effects on control values as higher priority controls are applied. Specific example used for an aircraft system to reach the initial goal of 50% accident reduction is given. This methodology lays the foundation for developing aviation safety objectives as well as providing a basis for showing benefits of a safety program. The initial ASIST analysis looked at accidents through a new lens. Instead of developing recommendations through traditional "mistake based" accident investigation results, ASIST developed a methodology that identifies "hazards" present in these accidents. Subsequently, controls were identified to reduce the outcome of these hazards. The methods of prioritizing risks and control benefits were captured in the 2001 proceedings.
