This paper will address the use of a common set of software engineering metrics that can be used to assist in the planning, resource-loading, analysis and testing of hazards in software. Additionally program management "visibility" of software and software safety requirements as an attribute of software safety will be illustrated as a quality factor. The paper will establish several metrics for the project by which to measure the safety progress or level of assurance that has been achieved. Several metrics will be offered and explained. These will relate to time, budget, and other key quality or program management factors.
