The distribution of electricity in Brazil is a market of private and public companies, regulated by the Agência Nacional de Energia Elétrica (ANEEL), the Brazilian Regulatory Electrical Energy Agency. The Federal Government has the interest of supplying electric energy for all citizens, so it created normative resolution n° 488 of 2012, so that all distributors presented the plan to universalize the electric power supply service until 2016. Thus, some distributors have the challenge of bringing electricity to difficult access regions. In this context, the Pantanal Sul-Mato-Grossense is a remote region with high restrictions such: difficulty of access, environmental reserves, low population density and with unique characteristics, such as flooded areas most of the year. In 2016, the distributor's survey confirms that the best way to provide electricity for the region is by extending the conventional grid to distant service points less than 5 km from the existing grid, and remote systems to more distant service points. Currently, there are doubts about the tariff recognition of remote systems. The purpose of this dissertation is to verify whether the Pantanal operational and maintenance costs will be recognized or not by ANEEL's OPEX benchmarking methodology. This research reproduce the OPEX benchmarking methodology to verify the impact on the efficiency of the distributor. The efficient intervals are calculated by comparing the OPEX, network, consumer, market and quality variables among the electricity sector distributors. For each distributor, the efficient operating cost interval is determined, which directly affects the amount and trajectory of OPEX recognized in the tariff. The result of the work verifies if the current methodology understands that the remote systems have inefficient operational costs, recognizing a value of OPEX smaller than projected.
