The 5th generation mobile communication systems require more frequency bandwidth to achieve various user's requirements for its systems such as higher date rate, reduced latency and massive device connectivity. The frequency sharing scheme is expected to collect unused frequencies from existing radio resources. This paper overviewed the frequency sharing technology and main issues. It also showed frequency monitoring with mobile phones is useful to obtain the frequency usage status widely. The power estimation is one of the main issues to learn existing frequency usage status. The power estimation by mobile phones at the meshes that do not include any mobile phones is needed because of the difference among density distribution of terminals for such monitoring method. This study proposed the estimation method characterized by the power contour for this issue. The evaluation by the simulation shows a remarkable improvement in estimation accuracy. The median power estimation error is more than 10 times lower compared to other existing methods.
