This paper provides the results of addressing a scientific and technical problem - namely, designing an induction antenna for a specialized HF RFID vehicle identification system, and describes an induction reader antenna that can be embedded into the road. The main features of this antenna are that it is designed to operate inside the road - a lossy environment, and that it generates a magnetic a field covering a relatively large area to interrogate a transponder. The antenna is designed to be manufactured from materials that make it durable and able to resist heavy mechanical pressure. This paper describes physical and mathematical models of a loop antenna, functioning in a layered inhomogeneous environment and the main steps of its optimization. The paper also describes test antennas.
