The concept of cluster-based ultra-dense networks (UDNs) is proposed in this paper to solve the dynamic hot spot problems in wireless communication networks. In a cluster-based UDN, nearby users equipment (UEs) can form into temporary clusters according to the traffic distribution and transmission links. The cluster head (CH) is a UE with better link condition to the base station, while a number of UEs in the cluster can transmit/receive signals through the CH by adopting the device-to-device (D2D) technology. This paper discusses the feasibility of the proposed networking strategy, including the resource management scheme and the security issues. Simulation results show that system capacity of the proposed method is improved in comparison with the traditional cellular networks.
