High-capacity generators and low load grid with a large proportion of wind power have high-frequency problem in isolated network. Moreover, optional control measures have large discrete and their adaptation intervals of frequency emergency control are rather small. It is hard to find suitable security combination ways of shearing generators simply by emergency control. An identification method to discern the unsuitability of frequency emergency control measures is proposed in this paper based on power balance theory. Considering emergency control scenarios as existing module and the impact of large-scale wind power integration, this paper puts forward a coordination and optimization method of preventive control to improve the applicability of frequency emergency control strategy which based on the risk theory. Considering the sum risk of control cost for different types of power in different preventive control values and control strategies, it is optimized to get the minimum risk of control strategies to ensure the security of grid. The example of Xing'an regional power grid of eastern Inner Mongolia confirmed the validity of the proposed method.
