Energy Efficiency Programs that focus on the sales of high efficiency light bulbs torncommercial customers come in a variety of shapes (CFLs, LEDs, Linear Fluorescents, etc.), sizesrnand delivery methods. The varied delivery methods of these commercial programs each havernpros and cons when it comes to ease of customer participation, cost and complexity tornadminister, and ability to effectively evaluate.rnThis paper will focus on the transition of one utility’s commercial high efficiency linearrnfluorescent and LED lighting efforts from a downstream program to a midstream lightingrnprogram. Specifically, this paper will address the impact this transition had on: 1) participant andrntrade ally program awareness, participation, and satisfaction, 2) the volume of lighting measuresrnsold through the program, 3) the ease of program implementation and fulfillment, and 4) thernrelative difficulty and accuracy of evaluating program impacts. Additional scope will focus onrnthe types of commercial customers participating via the downstream versus midstream channelsrnand whether the new program delivery method has affected which segments of the commercialrnsector participate in the program.
