Introduction of light licensing regime in Republic of Croatia

“Light licensing” regime is a procedure which allows easier and less time-consuming spectrum management, combining two opposite approaches: individual licensing and general authorization regime. In light licensing the role of regulator is reduced by transferring the responsibility for frequency planning and interference analysis to the license applicant. This way faster, cheaper and more efficient licensing procedure is established, thus enabling more flexible access to the RF spectrum. This rather new approach has been widely implemented over the world for frequency bands with low risk of interference, such as 60 and 80 GHz, and following the trends, this licensing regime will be implemented in Croatia in the second half of 2012. The paper gives an overview of the existing licensing procedures and provides comparative analysis of currently implemented Light Licensing regimes in different countries. Based on the case studies available the most appropriate model for the implementation of this concept in Republic of Croatia has been delivered and described in this paper in details.
