摘要

Medium-and-small enterprises are indispensable parts in China market, and their final products and services occupied more than half of the GDP in China. Moreover, they provided more than two hundred million job openings to Chinese society. But, there are many management limitations and development drawbacks. In order to provide some theory direction to operators of medium-and-small enterprises, this paper analyzed the development status of medium-and-small enterprises, and provided countermeasures from personnel value system of human resource management.
