With the progress of modern industrialization and urbanization, the number of cities and regions drastically increases. The population and social wealth are highly concentrated. Large earthquakes will therefore bring disastrous damages to the society. For the purpose of avoiding or reducing the damages of the earthquakes, more and more attention has been paid to the performance-based seismic design theory since considerable non-elastic deformations of structures during seismic loading cannot be well taken into account in force-based seismic design. To make this theory applicable to the real projects, however, a quantitative standard should be sorted out on the basis of qualitative research. In this paper, some research results of the performance-based seismic design are summarized. Then the quantitative performance indices of structural performance levels are discussed in detail and critically evaluated for their applicability in evaluation of structural damage under earthquakes. And some suggestions on the selection of appropriate structural damage parameters are presented. It becomes necessary for more general and reliable indices to evaluate the structural performance levels. As a result, a theoretical framework of performance-based seismic design is further consummated.
