The first Peer-to-Peer (P2P) networks were basedrnmainly on the altruistic behaviour of the peers. Although newerrnimplementations incorporate some kind of incentive mechanismrnto award sharing peers, no P2P network assures any quality ofrnservice.rnThis paper is meant as a first step towards the development ofrnP2P networks with quality of service. We propose a distributedrnresource allocation algorithm where peers control the servicernrates to their neighbours. This algorithm is based on therncongestion pricing principle known from IP networks andrnensures some form of fairness. Hence a peer gets a fair sharernof the resources available in the P2P network weighted by itsrncontribution to the network.rnWe present the first simulation results about the convergencernof our algorithm and its functionality in large and varyingrnnetworks. The results indicate a fair allocation of the resourcesrneven when the service rates of some peers deteriorate due tornerrors.
