Prestressed Concrete Cylinder Pipe, PCCP, (AWWA C301), is a rigid,rnpressure pipe, designed to take advantage of the compressive strength andrncorrosion-inhibiting properties of portland cement concrete and the tensilernstrength of steel. Principally used for the transmission and distribution ofrnwater in municipal systems, it was widely accepted and installed throughoutrnthe US beginning in 1942. Numerous catastrophic failures across the nationrnhave halted the use of PCCP by numerous water agencies throughout thernUS. Due to the large diameters and critical nature of these pipelines, the SanrnDiego County Water Authority has embarked on a twenty-year plan to relinernor replace nearly 112km(70 miles) of large diameter PCCP.rnThis paper will describe the methods of manufacturing, and installing thernsteel liner plates. The project consists of relining sections of arn2438mm(96in.) and 1753mm(69in.) pipeline. Discussed will be the uniquernmethods of collapsing the steel cans, and the rapid installation requirements.rnCooperation between the agency, manufacturer, and contractor was essentialrnfor the completion of this project on slopes as great as 38%. The design andrninstallation of this liner system allowed for a minimum reduction of flowrnarea.
