The State of Washington developed DRILLTRAC, a training andrncompetency program for managing oil spills and drills. DRILLTRACrnrepresents an organizational commitment to stand-up a wellrnqualified team at spills of all levels in order to fulfill a fundamentalrntrust responsibility to protect public health, safety and thernenvironment. The agency intends to hold itself to the same highrnstandards that are expected from the regulated community. Inrnaddition, through the development of a well qualified team, thernagency will be able to assist those unregulated spillers withrnproviding an initial spill management team. DRILLTRAC consistsrnof training and testing, required performance demonstrationsrnat drills and spills, seeded staff to coach performance, responsernauditing and finally training and outreach to the community. ThernProgram centers around a manual that is based on the 2000 FieldrnOperations Guide (FOG), but is greatly enhanced with coachingrntips, information flow diagrams and guidance on what actionsrnneed to be taken between the meetings. The manual is availablernon-line. During the first month it became available, the manualrnwas downloaded over a thousand times. Some of the key trainingrnpoints under DRILLTRAC are:rn? How do you ensure adequate staffing?rn? How do you resolve conflict within unified command?rn? How are critical decisions made by unified command documented?rn? How does a trustee organization ensure that the interests ofrnthe state are consistently and adequately protected throughrnthe incident command system?rn? How do you develop and measure an aggressive response?rn? How do you ensure that the process being followed leads tornthe development of an aggressive, objective driven IncidentrnAction Plan?rn? How do you ensure consistent drill evaluation and drillrndesign?rnThis paper will discuss the development of the program, therngoals and some of the points of organizational resistance in thernimplementation. DRILLTRAC builds confidence, accountability and mutual trust in spill management. It is mission driven for thernstate of Washington.
