The handoff of in mobile IP causes packet sequence disruption during packet forwarding procedure, which may result in degradation of network performance in higher layer protocol. We investigate the impact of handoff on the out-of-sequence packets in mobile IP, where the route optimization extension is adopted. The impact is measured by 'unstable time period (UTP)' that means the time duration while packet sequence is mis-ordered. From the UTP, the total number of out-of-sequence packets could be estimated using inter-arrival distribution of the packet stream. In, focusing on the UTP aspect, the packet flow of mobile IP is analyzed and an queuing analysis is conducted. We are extending the UTP analysis of to cover all possible movements of mobile nodes. In addition, we evaluate the effect of adding out-of-order fix solution such as the WLM (wait for last message).
