Significant lessons learned are presented in implementing a major personnel demonstration in a union environment within the federal government. They are: 1. Major personnel changes are not easy so start early. 2. Communicate with the work force on the status of the project frequently and in many forms. 3. Dialogue with union officials at the project inception and involve them in the project design. 4. Document all agreements with union officials. 5. Plan for trade off of project features and for concessions to union principles. 6. Design a project feature that supports the critical role of union officials.
