The advent of wireless radio communications has been one of the major porductivity enhancement mechanisms in earthwork activities.Radio has been instrumental in educing the distance between a decision-making authority (foreman) and the implementing entity (operator). The use of radio has reduced idle and non-working times by dynmacially routing resoruces.Applications such as giving directions to truck operators to go to a particular load area and instructions to loader operators to perform support work are common in a construction site.Analyzifng a construction site via simulation without incorporating the "wireless mechanism" sometimes results in dubious recommendations. The purpose of this paper is to discuss the modeling of construction operations in light of the dynmaic decision making capability provided by radio communications.
