Surface impedance is derived for simulating material effects in scattering of an obliquely incident TE plane wave by metal-backed dielectric flat structures based on the method of the analytical treatment of transmission lines. As an illustration of the application, RCS of a square coated flat plate is calculated and compared with measured data.
