Europe offers Global Navigation Satellite Systems withrnEGNOS and in few years with GALILEO. In parallel, the European Commission has asked the telecom operators tornprovide the location of the emergency call to the publicrnauthorities (E112 directive).rnWithin the next three years about 10 to 50% of mobilernphone users in Western Europe are anticipated to disposernof a handset with highly accurate positioning features.rnThis radically new scenario will bring new challenges inrncoordinating emergency services.rnSCORE, a European consortium coordinated byrnALCATEL, investigates the technical use of Assisted-rnGPS technique improved with EGNOS/GALILEO forrn? positioning of emergency calls per mobile phonesrn? location based dispatching of emergency servicesrn? positioning of individual emergency teamrnEuropean project partners in SCORE come from Austria,rnthe Czech Republic, France, Italy, the Netherlands,rnPortugal and Spain. This competitive research andrndevelopment project develops a service prototype and willrnvalidate its results end of 2005 in both a rural and urbanrnfield trial operated by SNBPC (Portuguese NationalrnService for Civil Protection and Fire). The user scenariornfocuses on the highly accurate location of citizens callingrnfrom a mobile phone equipped with A-GPS improved byrnEGNOS.rnThe SCORE project has started in February 2004. Duringrnthe first phase of this project, extensive user feedback hasrnbeen and business and market analysis have been carriedrnout. It has enable to identify the key enablers to developrnthis area.rnFurthermore, the architecture of the SCORE solution hasrnbeen defined based on hybridized terminals incorporatingrnInertial Sensors and an innovative GPS acquisitionrnalgorithm and a state-of-the-art location server enablingrnA-GPS improved by EGNOS.rnThe paper reports about the analysis carry out within thernSCORE project including standardization and legal statusrnof E112, business analysis user requirements as well asrntechnical solution tradeoffs and assessment of the systemrncharacteristics.
