In this paper we present a new handover handling scheme for a single radio cell in a cellular WATM system offers CBR and ABR service categories and build an analytical model for studying the network with the proposed scheme using MOSEL. The new scheme is based on the scalability of the transmission rate at which the ABR connections are able to transmit. The ABR connections adapt their transmission rate according to control information received from the base station which reflects the congestion situation of the cell. The introduced approach is modelled and analytical results are presented on the most important performance parameters; such as blocking and handover failure probability, grade of service, utilisation and average data rate of ABR connections. The results show the proposed scheme is able of providing significantly low values for handover failure probability and new call blocking probability and therefore for GoS. This allows very good utilisation of the radio cell at fairly high call rate and within the acceptable level of GoS (1%). On the other hand, the average data rate of the active ABR connections will suffer some degradation because of the scalability introduced.
