The Methodology for Determining Protective Actions During Reactor Accidents

Some new development had been made in the area of consequences assessment and protectivernaction recommendations during a severe nuclear power plant accident. During early phase ofrnaccidents, Protective action recommendations (PARs) must be based upon specific plantrnindicators regarding the status of the core and systems that protect the core. This articlerndescribes the methods about PARs based up plant conditions used by the NRC and the IAEArnduring a severe nuclear power plant accident. The methodology for determining protectivernactions based on plant conditions is introduced, including methods for developing emergencyrnaction levels (EALs), assessing reactor core damage and estimating the source terms andrnoffsite consequences based on plant conditions.
