Regulatory decisions which control sites contaminated with persistent organic pollutants (e.g., PAHs, PCBs) are based on analytical methods designed to determine "total" pollutant concentrations. However, many studies have shown that aging causes pollutants to bind with soils, and only a fraction of such organics are available to environmental processes such as water leaching and biological uptake. In order for concentration data to be relevant to environmental decisions, analytical methods are needed which determine the quantities of pollutants which have potential environmental effects, i.e., are "available."
