The C1imate benefits by phasing out of CFCs, over and above the benefit of protecting the ozone layer , havernadded unique dimension to the success of the Montreal Protocol. The phasing in of high GWP F-gases as arnresult of the replacement of CFCs and HCFCs has challenged the success of the Montreal Protocol. Therndeveloped countries have set this trend that developing countries are likely to follow at least in short term,rnparticularly to meet its accelerated phase out of HCFCs. The emission controls of F-Gases from the banksrnthrough regulatory and policy setting and rapid technology development for low or zero GWP alternatives,rnthrough cooperative and partnership approaches are urgently needed. Delayed actions on these fronts wouldrncost the world dearly and would risk the success of the Montreal Protocol.
