All levels of government - indeed all arms of government - compete against one another with the goal of having power, influence and wealth, so that the lives and the destinies of ordinary people can he directed and controlled. Let us look at the paradigms used to colour and shade the activities performed by each of them within an Australian context. Somehow, all government bodies seem in the end to be made to work for the individual, to accept Tom Paine's treatise "The Rights of Man". Yet all appearto remain in "Plato's Cave" as groups of persons afraid to look outside, still continuing to believe they are in control.
