The present invention provides: a biodegradable or a soluble microneedle in skin, which blocks the contact with the outside by filling microparticles comprising an Inonotus obliquus extract inside the microneedle, thereby being able to maintain stability before administering to skin despite strong oxidizing power and thermal sensitivity of Inonotus obliquus; and a producing method thereof. According to the present invention, the microneedle comprising the Inonotus obliquus extract is easily produced, stored, or handled and shows an excellent effect on skin whitening based on strong oxidizing power in the body after administration.;COPYRIGHT KIPO 2016
