科技全球化背景下的科技人才安全管理体系的建构

科技人才安全是国家安全的重要组成部分.在科技全球化下,科技人才流动频繁,科技人才的国际化和本土化竞争激烈,致使我国科技人才流失严重,科技人才安全面临着严峻的挑战.为保障科技人才安全,从用人制度、政府政策、人文环境、青年教育等方面建构我国的科技人才安全管理体系.%Scientific and technical personnel safety is an important component of national security. In the context of globalization of technology, scientific and technical talents flow frequently. The local and international competitions of scientific and technical talents are severe, resulting in serious loss of our talents. China is facing severe challenge of manpower security. To protect the safety of scientific and technological personnel, the article tries to construct Chinas scientific and technological personnel safety management system from the perspectives of personnel systems, government policies, human environment and youth education.
