基于资源配置的区域碳排放指标分解研究

摘要

In order to scientifically and rationally implement the state-assigned provincial "Twelfth Five-Year " indicators of reduced carbon emission intensity to prefecture-level cities' (hereinafter referred to as "cities") decomposition and assessment,from the basic principles of allocation mechanisms,the article used Guangdong as the background,in the circumstances of both fairness and efficiency,focusing on energy structure adjustment,industrial structure adjustment,new major projects,cross-regional (prefecture) power scheduling,level of economic development and the overall positioning of six elements as an indicator of the decomposition method to get the decomposition scheme of Guangdong "Twelve Five" carbon emission.This scheme results can effectively connect the binding force figures of energy saving goal from Guangdong Province and the goal of energy total amount control.%为科学合理落实国家下达各省“十二五”碳排放强度下降指标到省内地级及以上市(以下简称“地市”)的分解和考核,从资源配置机制的基本原理出发,以广东为背景,在兼顾公平和效率情况下,重点构建以能源结构调整、产业结构调整、新上重大项目、跨区域(地市)电力调度、经济发展水平和总体功能区定位等六个要素为指标的分解方法,得到广东省“十二五”碳排放指标分解方案,以期有效衔接广东省节能目标和能源总量控制目标等约束性指标.
