改革开放以来,产业园区在中国的经济和社会发展进程中起到了十分重要的作用,成为中国经济发展的重要空间形式.然而,由于政府过度依赖土地经营和优惠政策而对产业发展缺乏有效调控等方面的原因,产业园区的发展普遍存在土地开发效率低下、专业化的服务型企业和机构不足等问题,一些地方还出现了盲目打造产业园区和产业集群的现象,对经济和文化的各个方面产生负面影响,甚至威胁到社会稳定.决策者应充分重视这一现象,通过产业园区的规划建设和政策管理等方式,控制产业园区过度发展的态势,最大限度降低产业园区的风险.%Since China's After the reform and opening-up policy in 1978, industrial parks as a whole hasve played an important role in China's spacialocial and economic development. However, many local government's have heaviyly dependedence on land economyrental which enjoy preferential treatments. Meanwhile, there has been and lack of effective industrial adjustment policy and professional service institutions. Thisas resulted in low land use inefficiency and lack of professional service companies in the parks. Nowadays, lin some regions, industrial parks and so-called industrial clusters wereare being built without reasonable plans and could caused multiple negative impacts. For Ddecision makers, to revisit and control the excessive development of industrial parks have become very necessary and urgent, should control over development of industrial parks by planning and management.
