PURPOSE: To provide the water reforming and purifying device capable of propagating natural purifying bacteria in the reforming and purifying tank of the water reforming and purifying device and supplying the reformed and purified water in the state of permitting the sufficient propagation of the natural purifying bacteria to outside by constituting the water reforming and purifying device in such a manner that the water to be treated is subjected to a reforming and purifying treatment with the water reforming and purifying device and is returned to rivers via a river water reforming and purifying conversion device. ;CONSTITUTION: This river water reforming and purifying device is provided with a reforming and purifying tank 1 and a machine chamber 2. A reforming original liquid storage tank 3 and a pH adjusting original liquid storage tank 4 are disposed in this machine chamber 2. The outflow port of the water reforming and purifying device constituted to add respective desired amts. of the reforming original liquid from the reforming original liquid storage tank 3 and the pH adjusting original liquid from the pH adjusting original liquid storage tank 4 to the content liquid in a reforming and purifying water supply pipe 5 to the reforming and purifying tank 1, to supply the mixed content liquid of the reforming and purifying water supply pipe 5 to the reforming and purifying tank 1 to reform and purify the liquid and to release the liquid outside from the reforming and purifying tank 1 is directed toward the river water reforming and purifying conversion device.
