In a process to reverse the eutrophication of pools or lagoons, phosphate compounds are removed by aquatic plants. In a process to reduce the quantity of dissolved nutrients in eutrophic waters, micro-organisms break down organic carbon and nitrogen compounds with help of oxygen. In a first stage process, oxygen-rich water (12) is introduced to eutrophic sludge (16) and oxygenating carbon compounds, followed by second-stage nitrification. In a third stage, the supply of oxygen-rich water is interrupted, triggering denitrification, followed by fourth-stage break-down of phosphate compounds. The removal of phosphate compounds is effected by its removal as an aquatic plant (6) nutrient. During the carbon oxygenation and nitrification processes, oxygenated water (12) continually transports phosphate compounds to the aquatic plants. Also claimed is a commensurate assembly with a pump (4) continually supplying oxygen-rich water (12) from surface (1) layers via a pipe (14) to sludge. The assembly has a semi-submerged floating basket (5) holding a culture of aquatic plants (6).
