Wastewater treatment uses series of shallow lagoons connected in series with recirculation of water from the last lagoon to the first lagoon. An Independent claim is included for an installation for performing the above. It includes a regulator (15) supplying effluent to three or more small shallow lagoons (10-13) and a recirculation pump (14). Each lagoon has an aerator. Preferred Features: The regulator distributes effluent evenly or unevenly between the lagoons. The amount of liquid recirculated is 1 - 3 times the amount supplied to the installation. The aerators are surface mixers.
