PURPOSE: Provided is a low activation high chromium ferritic heat resistant steels for fission reactor, fast breed reactor and fusion reactor, which has improved strength at ambient temperature, impact toughness, high temperature creep strength by replacing elements having long half-life period, such as Mo, Nb and Cu with W, B, Ni and Co. CONSTITUTION: The low activation high chromium ferritic heat resistant steel is composed of C 0.05-0.2 wt.%, Cr 8.0-13.0 wt.%, W 1.0-4.0 wt.%, V 0.1-0.5 wt.%, Ta 0.01-0.15 wt.%, N 0.005-0.1 wt.%, B 0.002-0.02 wt.%, Cu 0.12 wt.% or less, P 0.02 wt.% or less, S 0.01 wt.% or less, Pb 0.02 wt.% or less, a balance of Fe. In addition, it further comprises at least one elements selected from, as subsidiary elements, Mn 1.5 wt.% or less, Ni 0.91 wt.% or less, Co 1.0 wt.% or less. Herein, Al or Si is used as deoxidant, their residual portion in steel are respectively Al 0.02 wt.% or less, Si 0.02 wt.% or less.
