A high-Cr ferritic/martensitic steels is provided to improve neutron exposure stability and thermal stability with compared with high-Cr ferritic/martensitic steels including natural boron. High-Cr ferritic/martensitic steels having improved neutron irradiation stability is made of element: a chrome 8-12 weight%, a carbon 0.09-0.2 weight%, and a silicon 0.04-0.4 weight%; a manganese 0.1-0.6 weight%, the vanadium 0.20-0.25 weight%, and the phosphorus 0.002-0.02 weight%; sulfur 0.0015-0.01 weight%, the nitrogen 0.005-0.1 weight%, and the boron -11 30-200 ppm and remnant iron.
