PPROBLEM TO BE SOLVED: To provide an emission control management system for restricting the amount of VOC emission and smoke when a regulation value is exceeded, or when the restriction is instructed from a local government or the like. PSOLUTION: The emission control management system for controlling VOC or smoke to be emitted from a factory is provided with: a normal emission control management device having a comparison part for comparing the input measurement value of VOC or smoke with a control value read from a control value storage part, and a normal emission amount restriction control part for, when the measurement value is larger than the control value as the comparison result of the comparison part, production in the factory is restricted; and an emergency emission control management device having an emergency restriction information storage part for storing emergency restriction information in advance as control information for reducing the production of the factory in an emergency, and an emergency emission amount restriction control part for reading emergency restriction information from an emergency restriction storage part when alarm information is input, and for controlling the production of the factory based on the read emergency restriction information.
