PPROBLEM TO BE SOLVED: To provide a carrier having a resin coating layer of uniform thickness high in adhesiveness between a core material and the resin coating layer, and having a high mechanical strength, a method for manufacturing for the carrier, a developer capable of forming an image of high image density free from toner spattering and greasing using the carrier, and having a fine texture not generating an edge effect, over a long period, and an image forming method using the developer. PSOLUTION: This method for manufacturing carries out a resin coating layer forming process for forming the resin coating layer on a magnetic substance surface, a resin coating layer treating process for treating the resin coating layer with a processing agent for a conductor precursor, and for imparting the processing agent onto the resin coating layer, and a conductor forming process for bringing the resin coating layer imparted with the processing agent into contact with the conductor precursor in a super-critical or subcritical fluid, to form a conductor in the resin coating layer.
