PROBLEM TO BE SOLVED: To estimate an unknown parameter regardless of the number of unknown parameters.SOLUTION: An unknown parameter estimation method includes the steps of: acquiring effective power at predetermined time intervals from smart meters provided in a plurality of users (S14); acquiring values of passage reactive power and voltage at predetermined time intervals from a sensor provided upstream of the plurality of users (S12); determining a relational expression for calculating an unknown parameter (reactive power) from the effective power (S16); calculating probability (for example, variance of k) of the relational expression by using the values of the effective power, passage reactive power, and voltage (S18 to S22); determining a restriction condition for the unknown parameter by using the probability of the relational expression (S24); and estimating the unknown parameter by using optimization processing using the restriction condition (S26).
