The present invention relates to a tunnel excavation method by stages using mechanical excavation and blasting excavation for reducing blasting vibration, which can increase excavation efficiency, reduce excavation costs, and reduce an excavation period of time. The tunnel excavation method according to the present invention comprises: a first step of drilling a large caliber empty hole for excavation of a mechanical excavation area, a pre-split induction hole for forming a pre-split line, and a blast hole for excavating a blasting type excavation area; a second step of forming the mechanical excavation area to form a free surface; a third step of forming the pre-split line to form a free surface; and a fourth step of loading and blasting gunpowder in the blast hole to excavate the blasting excavation area.
