The buying strategy for carbon products varies by product. Buy sheet right now; the bottom has already passed and it is on the way up. Wait until late December or January to buy bar because it is just starting to fall and has a bit more downside left. However, even for bar one should not wait too long because once it hits bottom it will immediately start up again. Stainless is stable to slightly down for the remainder of 2011. Prices should decline very modestly so there is little advantage either to waiting or to pre-buying.
