Under the World Trade Organization (WTO) Agreement on Technical Barriers to Trade (TBT), countries agreed that regulators should reference consensus based product2 standards for subject areas such as product safety, electromagnetic compatibility (EMC), and energy efficiency whenever possible. The standards development organizations (SDOs) are accredited by the American National Standards Institute (ANSI) in the US, and by the Standards Council of Canada (SCC) in Canada. An even higher preference is to have these national standards based on international consensus standards, such as those approved by the International Electrical Commission (IEC) or the International Organization for Standardization (ISO). Where a suitable consensus standard is not available at the time of market need, a Certification Body (CB) accredited by ANSI or SCC can develop an interim 'certification document, generically called an “Other Recognized Document" (ORD) in Canada. Internally each CB has their own naming convention for these temporary non-consensus certification documents.
