The purpose of the EC-JRC Workshop on "Promotion of Technical Harmonization on Risk-Based Decision Making" was to explore the feasibility and desirability of developing a high-level, generic safety risk assessment standard with a horizontally applied capability across multiple industries. This paper generally follows the response, where applicable, to a set of questions provided by the European Commission-Joint Research Centre (see "Preface" of this special issue) and the inclusion of appropriate discussions of the Air Transport and Aerospace Panel. The focus of this panel was on the use of risk assessment for decision making for safe commercial air and space transportation-systems characterized by extremely high software intensity. As suggested by the title of this paper, the intent is to provide a document that captures the essentials of the FAA's system safety approach. The scope of this paper is limited to the context of National Airspace System safety risk assessments and acquisition management of support equipment.
