Critical issues for burley and fire-cured are still undecided for 2002. Kentucky's tobacco industry experienced another event-filled year in 2001. On the positive side: Burley basic quotas rebounded dramatically amidst an improving world hurley supply-demand balance; U.S. cigarette production exhibited signs of leveling off; Dark tobacco growers continued to benefit from increasing domestic snuff consumption; Burley prices increased to record- high levels; And "mailbox" monies (Phase II and T-LAP payments) continued to flow to help offset the declining cash receipts.
