The steel industry was disappointed when it counted on earlier pump-priming efforts. Public works programmes never attained sufficient momentum to sustain rising demand for construction industry supplies. METI has acknowledged that nothing has happened to change this. It cited weak civil engineering demand as one of the factors expected to hold down steel demand in the April-June quarter this year.
